Do Kwon, co-founder of Terra, was recently taken into custody in Montenegro and is potentially facing extradition to the United States or South Korea. According to a report by Protos, the jail time Do Kwon is most likely to face could be harsh, due to the lack of improvement on the conditions in Montenegro's prisons.

The United States State Department's 2020 human rights report described a case of 11 inmates having suffered torture and grievous bodily harm at Montenegro's prisons in 2015, in addition to the numerous other issues such as overcrowding and lack of medical care. Moreover, the Council of Europe's Committee for the Prevention of Torture wrote about cases of prisoners being confined to cramped and cramped cells for almost full 24 hour periods with occasional incidents of violence between them. Do Kwon could be serving a minimum of 1 year in such conditions depending on the outcome of the criminal case over the allegedly forged travel documents. As per the reports from the criminal defense lawyer, the rooms in the prison are 8 meters square with a capacity of 10-11 people without beds.
