CIP-1694, a Cardano Improvement Proposal from IOG which was originated from the Year of Voltaire, is set to bring a major change in the way decision making is undertaken within the Cardano Ecosystem. To ensure community involvement and representation, the proposal has introduced two new groups - DReps and the Constitutional Committee.

DReps are active representatives to whom $ADA holders can delegate their voting power, to ensure varied viewpoints are taken into consideration while deciding on proposals. When it comes to voting, one Lovelace will be equal to one vote, and a DRep can either approve, reject, or abstain from voting a proposal. It is also likely that removing or replacing the Constitutional Committee will be made possible through a no-confidence vote.

The Constitutional Committee, consisting of members decided through off-chain consensus, will monitor the new power dynamics and provide an easy transition to rule based governance. All Committee members will have limited terms, and can be removed if the need arises.

Cardano is one of the few blockchain projects which is striving to bring a comprehensive governance framework, with CIP-1694 being the first step towards achieving that. A series of community events is being planned out in the upcoming year, to move the proposal closer to a final stage. Once implemented, this governance model will have the potential to shape the future of the Cardano Ecosystem.
