Ripple CTO David Schwartz has confirmed that the decision to lower the XRP Ledger (XRPL) account reserve fees has unlocked more XRP accounts. Schwartz suggested changes to the XRPL account reserve voting process to ensure better stability and predictability for users. He proposed that the fee voting configuration have a default "off" setting and that the default setting should have no preference for lowering or increasing the reserve unless the validator explicitly makes the change. Schwartz also commented on the recent reduction in the account reserve parameter, stating that it was long overdue but may have been more aggressive than he hoped.
