XRPScan clarified that anyone can create an account on the XRP Ledger and set the fields to whatever they like. In response, XRPScan flagged the suspect account as spam. Prominent XRPL developer Wietse Wind expressed doubts about the account belonging to the U.S. Treasury, emphasizing the need to verify information.
