The Biden administration is planning to impose restrictions on the export of AI chips, particularly those made by Nvidia Corp, in an effort to control the development and use of advanced AI technology. The move aims to limit China and Russia's access to these chips and promote AI growth in US-allied countries. The new rules may be implemented as early as Friday and would create three levels of export controls, with close allies having unlimited access to American chips while adversary nations would be completely barred. The US also hopes to persuade nations in the third tier to adhere to US security and human rights rules through a validated end-user designation.
