Social messaging platform Telegram has quietly removed part of its FAQ relating to the moderation of private group chats. The FAQ previously stated that all Telegram chats and group chats are private among participants, but now users can flag illegal content in private chats via a 'report' button or by emailing an abuse hotline. However, the language remains visible in relation to bot copyright infringements, where Telegram clarifies that private chats remain unmoderated. Security advocates have raised concerns about the removal of the language and have asked Telegram for clarification on its stance. Telegram has stated that it will only block content related to terrorism and allow peaceful expression of alternative opinions. The update follows the arrest of Telegram's co-founder, Pavel Durov, in France, who is facing charges of failing to cooperate with authorities investigating illegal activities on the platform. Durov has vowed to improve oversight of criminal abuse on his platform.
