Cardano is preparing for the second phase of Chang, an upgrade that will implement the final features of Cardano's minimum viable on-chain governance. In October, there were significant developments in the Cardano ecosystem, including increases in token policies, minted native tokens, and Plutus scripts. The total number of transactions also increased. The implementation of improvements and fixes for the Conway ledger era was completed, and Node v.10.1.1 was released, which is the first mainnet release node capable of passing the Chang #2 inter-era hard fork. Intersect held its first full-scale election, and Project Catalyst made progress with Fund13 advancing to the community review stage.
